Hi,
VMwares version of Promiscuous Mode means that the vNIC in Promiscuous Mode receives a copy of all packets going to other vNICs on the same portgroup meaning a more correct statement would be that AHV does not copy all packets on a specific portgroup to one vNIC but enables you to view BUM traffic.

Viewing BUM traffic is NOT promiscuous mode, as it does not support seeing regular Unicast traffic not intended for the listening vNIC.
